Obama Won't Seek to Arrest Medical Pot Users - Federal Prosecutors Will Be Told It Is Not a Good Use of Their Time to Arrest People Who Use or Provide Medical Marijuana in Strict Compliance with State Laws, Officials Say AP Monday, October 19, 2009 WASHINGTON -- The Obama administration will not seek to arrest medical marijuana users and suppliers as long as they conform to state laws, under new policy guidelines to be sent to federal prosecutors Monday. Two Justice Department officials described the new policy to The Associated Press, saying prosecutors will be told it is not a good use of their time to arrest people who use or provide medical marijuana in strict compliance with state laws. The new policy is a significant departure from the Bush administration, which insisted it would continue to enforce federal anti-pot laws regardless of state codes. Fourteen states allow some use of marijuana for medical purposes: Alaska, California, Colorado, Hawaii, Maine, Maryland, Michigan, Montana, Nevada, New Mexico, Oregon, Rhode Island, Vermont and Washington. California is unique among those for the widespread presence of dispensaries -- businesses that sell marijuana and even advertise their services. Colorado also has several dispensaries, and Rhode Island and New Mexico are in the process of licensing providers, according to the Marijuana Policy Project, a group that promotes the decriminalization of marijuana use. Attorney General Eric Holder said in March that he wanted federal law enforcement officials to pursue those who violate both federal and state law, but it has not been clear how that goal would be put into practice. A three-page memo spelling out the policy is expected to be sent Monday to federal prosecutors in the 14 states, and also to top officials at the FBI and the Drug Enforcement Administration. The memo, the officials said, emphasizes that prosecutors have wide discretion in choosing which cases to pursue, and says it is not a good use of federal manpower to prosecute those who are without a doubt in compliance with state law. Please don't send links, etc. I just need a little food for thought. (I'll not get into dollar amounts, the question is to let me think about options). * Income - my retirement pay. I'm 62 yrs old and applied for Soc. Sec. after which my retirement supplement drops out. * Outgo - House Pymt, utilities , wife, daughter and 3 grandkids. I also have a 401K which I can withdraw from. Since I retired a year ago, I've found that I have to withdraw money from my 401k each month to supplement my retirement/SocSec to pay the bills, etc. I also have a ton of bills from my wife's medical condition, some already in collection agencies. I can't afford a lawyer; what are my options. For the moment, forget the medical liabilities. At the present rate, (Income plus 401k withdrawals = expenses) I figure we can last about 2 years before losing our house. Questions: 1) Can or will I have to declare bankruptcy? 2) What does that really mean? 3) Will I lose the house (even if I can keep up pymts)? 4) What about the med bills, collection agencies? As I said, I can't afford a lawyer and subject web sites are advertising. I just want to know, in general, what does bankruptcy. Resolved Question: One short-term job offer and an interview for a long-term contract?

On Friday I got two call backs from two different temp agencies. The first one has a 3 week assignment with no interview for $11.50, medical file clerk. It starts June 1 and I accepted it already. Later that same day I checked my phone and set up and interview for an Administrative Assistant job for $12-$15 per hour and it's a year long contract. So I interview this Tuesday and have to sign papers for the other job, drug test, and whatnot the same day. I'd like to hold out for the better opportunity, but I may not get it. I've been out of work for a long time and could use the money. I'll probably ask when the job starts in the interview because if it starts in July I could do both. I may end up burning a bridge if I can't finish the assignment if I start that, but it's doggy dog out there and few opportunities arise in this recession. With annual sales of 1.8 trillion cigarettes, the Chinese are responsible for nearly 1/3 of all cigarettes smoked on the whole planet. The official website of the tobacco monopoly claims cigarettes are a kind of miracle drug: solving your health problems, helping your lifestyle, strengthening the equality of women, and even eliminating loneliness and depression. “Smoking removes your troubles and worries,” says a 37-year-old female magazine editor, quoted approvingly on the website. “Holding a cigarette is like having a walking stick in your hand, giving you support. “Quitting smoking would bring you misery, shortening your life.” Such statements are widely believed in China. 2/3 of Chinese men are smokers, and surveys show that approx. 90% believe their habit has little effect on their health, or is good for them. Even in China’s medical community, 60% of male doctors are smokers. No wonder Western tobacco companies are drooling over the Chinese market of 360 million smokers. This week, a group of Canadian experts went to China in an effort to convince Chinese smokers of more realistic effects of smoking. They distributed anti-smoking posters, visited cancer patients, showed the graphic warnings on Canadian cigarette packs, and lectured on how the anti-smoking campaign has reduced Canada’s lung-cancer rate. They face a struggle in China, a country where the tobacco industry provides 60 million jobs and 10% of national tax revenue. “In China today, the economy comes first and everything else is secondary, including health care,” Dr. Jean Couture, a Quebec surgeon, said. “You wonder if anyone in the government is conscious of how great the smoking problem is. There’s no public education program. The Chinese anti-smoking association is very weak and has almost no money. Within 20 years, China could have the majority of all smoking deaths in the world.” Couture leads anti-smoking campaigns in 4 Chinese provinces, and has been involved with China’s smoking problem since 1990. As Canadians distributed posters at a hospital, they saw a number of people smoking in the hospital. A hospital shop was openly selling cigarettes. While smoking rates have fallen sharply in Canada in the past two decades, the rate in China is still rising. The number of Chinese smokers is growing by 3 million a year, despite an estimated 1.3 million tobacco-related deaths annually. Chinese cigarettes are cheap — as little as 30 cents a pack — and the health warnings are hidden in small print on the sides of the packages. Though cigarette advertising is technically illegal, tobacco companies are allowed to promote their corporate names. For reform efforts, it's always good to be able to present existing legislation to be used as a model. My state has two specific statutes I think are pretty good compared to other states, though we need much more work done in this area. Any of you reformers have decent laws on your books we can use when lobbying our state legislators about adoption ethics and issues? Here's mine Code of Alabama :Section 26-10A-36 It shall be unlawful for any person or persons, organizations, corporation, partnership, hospital, association, or any agency to advertise verbally, through print, electronic media, or otherwise that they will: (1) Adopt children or assist in the adoption of children in violation of this chapter; In other states I have seen adoption agency billboards and TV commercials as well as classified ads from couples looking to adopt. That's all illegal here. Section 26-10A-31 gives access to limited adoption records (g) Notwithstanding subsection (f) of this section, the State Department of Human Resources or the licensed investigating agency appointed by the court pursuant to Section 26-10A-19(b) and (c), shall furnish, upon request, to the petitioners, natural parents or an adoptee 19 years of age or older, nonidentifying information which shall be limited to the following: (1) Health and medical histories of the adoptee's natural parents; (2) The health and medical history of the adoptee; (3) The adoptee's general family background, including ancestral information, without name references or geographical designations; (4) Physical descriptions; (5) The length of time the adoptee was in the care and custody of one other than the petitioner; and (6) Circumstances under which the child comes to be placed for adoption. Resolved Question: Unemployed and can't find work. What should I do?

I am so frustrated. I have been unemployed for over 4 months now, ever since I moved to the Providence RI area (ranked #1 worst job market in the country). I moved here with my husband's military career and though I have a bachelor's degree and 5+ years experience in graphic design, I have not been able to get a job. I am online every day on the various job sites hunting for and applying for things. I have reworked my resume, cover letter and references. I have "snail" mailed applications, and applying to things outside of my field. I am frustrated because I have run out of money and can't pay my bills, the jobs that are available here ar part time clerical or medical or retail types. Part time would be some money, yes, but I still won't be able to cover all my bills with it. I cannot type- I have tried learning and I still can only type 16 WPM max. I am frustrated that people think just because I am a military wife, I should be happy to take any old job and like it, too. I have worked retail before and developed severe back pain as a result fo my heavy breasts. Military insurance will NOT pay for a breast reduction so am I just supposed to suffer with the pain and go work at Sears? Then when a permanent injury occurs (as it did with my dad) THEN what am I going to do? People tell me to just start a business doing freelance design, and I have tried, posting and posting and posting on craigslist, joining networking sites, building a site for my businesses but nothing is bringing in any money. I had another website to sell toiletries and such but in this economy I guess people aren't buying "luxury items" like that, so I have had to stop doing it as I can't afford to process the cc payments or advertise anymore. I'd like to go back to school but, again, no money, and I have missed the financial aid deadline for this year. Even if they'd pay my way through school i still would have no way to pay my bills. I have tried temp agencies, they all say they will call me when something comes in and I never hear anything else. I have tried telecommuting and work from home things and it's usually some job where they want you to do MLM, door to door or try to sell some crap to people they do not want, or they promise you this huge "salary" or say "unlimited salary" when you pay like $35 to join and just talk to everyone you see about the program (the only ones getting rich are the originators). I need some real help. I know we can't always get what we want but am I totally wrong for not wanting to take a menial job after I have spent years and thousands of dollars learning and then honing my craft? I actually wanted to cry when I went into a local retail store the other day for an application. And Whereas D & L Municipal By-Law Enforcement Agency makes no attempt to find the owners of stray animals or find homes for those who have no owners, either by advertisement or inquiry. And Whereas D & L Municipal By-Law Enforcement Agency is only required to hold pets for 3 days before euthanasia at their discretion. WE the undersigned petition the Mayor of Espanola to quickly implement the following as part of a Municipal companion animal protection and management plan. Immediately launch an investigation into the practices of D&L municipal by-law agency. Make it mandatory for animal by-law agencies to locally advertise all stray animals they have in the hopes of identification or adoption. As well as comparing stray animal descriptions with all local veterinary practice clients to provide further chances of identification of pets. Encourage partnership between animal rescue organizations and by-law enforcement agencies. Revise dog licenses so that they are valid for a full year from the date purchased. Discontinue the $150 spay/neuter deposit required to adopt an animal. Instead, create a partnership with local veterinarians and encourage adoption by offering a redeemable fee in the form of a coupon on spay/neuter operations. Ensure that all stray animals in need of medical attention are entitled to receive it by law, except such instances where euthanasia is the only humane course of action. Extend the 3 day holding period to 3 weeks in order to allow owners time to locate their pets before they are euthanized. Work towards implementing a no-kill policy where pets that are not claimed within 3 weeks are transferred to a rescue group where they can be fostered or housed until adopted. WE the undersigned petition the Mayor of Espanola to quickly implement a Municipal companion animal protection and management plan as identified on the first page of this petition.The part about the 150 dollar fee, is kind of a personal thing. I paid that to adopt the dog I found, I got her spayed and they still wont refund me. The vet could not tell if she was spayed already so I had to wait and see, she wasnt so I got her spayed. They still wont give my deposit back.Wow so if I am on vacation and someone is watching my dog, and he gets out and is impounded and killed before I return that is acceptable to you? Do you realize that not everyone knows where to call? and that the phone# for this agency is not advertised as such but is rather under a private kennel name? It took me 4 hours to find that # in one day before when I found that stray dog.. 3 days isnt long enough.Our pund doesn't have the equipment to detect micro chips, in fact most in Canada do not. Before my wife and i were divorce we were separated for 3-4 years , she was still under my work insurance coverage. After few years later i found out through collection agency that she had gone to hospital , chiropractics numerous time and had medical claim that my insurance never paid because it only covers 90% . there are three different bill separately , one is almost $2300 all together total is almost $3000 . she never told me about this because we had lost contact, she was never around when i had file for divorce ,she had disappear, couldn't find her anywhere , i filed divorce through a lawyer advertised on a newspaper , still don't know where she is. so it was my stupidity i never checked , this happen in 2001 but still it's on my credit report , i can't get car or nice apt. how can i fix it? or when will it disappears from my credit report !!!! please help more
